Minutes of Parish Council Meeting, 29 March 2012

In attendance: Mrs P.Clare (Chair), Mrs M.Button, Mr P.Wright and Mr. B Ansell (Clerk).
Also attending Mr. A.Gunson (County Councillor), Mr D.Blake (District Councillor) & CPSO K. Nightingale.   Apologies Mr A.Ives, & Ms M.Comley.12.13  Declarations of Interest – None

12.14  Minutes.
The Minutes of the previous meeting held on 18th January 2012, which had been circulated, were approved and signed.

12.15  Matters arising
a, Land Registry – Village Hall and Site. The Clerk had  submitted the application.
b, Skate Board at Rockland – await developments.
c, Recycling Centre at Bergh Apton – It was noted that an application from NCC to extend the life of the Centre at Bergh Apton was confirmed and would now  become a permanent centre once approved..
d,  Warm Packs  – Retained for issue if weather turns colder.

12.16  Parishioners’ Questions
None raised.

12.17  District Councillor’s Report
Derek Blake stated that Council Tax in South Norfolk was again frozen, future grant allocations would be decided by the new Neighbourhood Boards and details of how these could be accessed were given out.

The LDF Site Specific applications were now being determined and some applicants had been  informed . None allocated in Claxton.   The introduction of the “infrastructure levy” was unlikely to raise any significant sums for Parish councils. The Government’s Planning Paper (50 pages!) had been received and SNDC thought they already complied with it.
The Design Guidance had also been revised and a copy was tabled.
Finally no new update on Staines Barnes development.

12.18  County Councillor’s Report
Adrian Gunson’s report –  matters included the resurfacing of local roads around the district, the Council tax -frozen for a further year,and The Wherrymans Way footpath would now be covered  from highways programmes. The potholes on Church Lane had re appeared and he would draw the  attention of Highways to them. Norse Group were taking on 80 apprentices to tackle youth unemployment. A further letter of support for the application for the retention of Bergh Apton Recycling  Centre was also suggested.

12.19  Community policing
A Report from CPSO Nightingale  was given  noting the Police had no recorded crime in Claxton although they had attended incidents  on  occasions. Of particular interest was the built in lap tops within the Police Cars enabling Officers contact control, submit reports and receive detailed information on the move before arriving at an incident.

The non emergency number is 101.

On a proposal from Pat Clare, seconded by Mary Button, the schedule was approved for payment.

12.23  Parish Land & Property
Village Sign – The Chairman reported that a  tree had been sourced. It was a “chainsaw carving” and details  would be provided for presentation to the Council at a future date.

Jubilee party – The possibility of holding a Summer Party had been  discussed and now agreed with the Village Hall Committee and would be held on the Monday 4th June from 5pm – Parishioners free Guests £10.

12.24  Resignation of Clerk
Mike Balmer had been appointed and would take up the post from 1st May.  Brian Ansell agreed to continue to overlap for continuity until 31st May thus completing his 10 years at Claxton.

12.25  Resignation of councillor Marjorie Comley
the resignation of the above was received to take effect on 31st March 2012. A Notice of Vacancy would be displayed and nominations invited. If no nominations were received the Council could co-opt for the remainder of the term of office.

12.26  Dates for Diary
Annual Parish Meeting  – Wed 18th April – Speaker to be sought .

(A Newsletter to all Parishioners would give details of the Annual Parish meeting/speaker,  the new Clerk’s contact details, and forthcoming Jubilee Celebrations).
